Double-checked that in the chara-sheet and book, but couldnae find a hint on that. But he/she/it made it anyways.

Well if Hreishar's ini is to good she would not be able to attack her as she would be away again when it is Sheiriya's turn. Or is Hreishar's maneuverability average or worse, so that she could not get to Sheiriya on the next turn?
