In einer Überraschungsrunde gilt folgendes:
The Surprise Round: If some but not all of the combatants
are aware of their opponents, a surprise round
happens before regular rounds begin. Any combatants
aware of the opponents can act in the surprise round, so
they roll for initiative. In initiative order (highest to lowest),
combatants who started the battle aware of their opponents
each take a standard action during the surprise
round. You can also take free actions during the surprise
round. If no one or everyone is surprised, no surprise
round occurs.
Was hier in dem Kontext auch noch wichtig ist, ist folgendes:
Moving While Mounted
When you and your mount move, the two of you use your mount's speed rating, adjusted for the mount's encumbrance and the terrain. Because your mount takes you along with it when it moves, a move for your mount also counts as a move for you. (See Rules of the Game, All About Movement for notes on what constitutes movement.) Even though you're not propelling yourself, you still spend time moving. So, for example, if you and your mount move, neither you nor your mount can take a 5-foot step during the same turn.
Also dürfte das ganze so nicht gehen. Also Move + Standard. Da eine Beschränkung auf Partial Actions gegeben ist.
Ich widme, aber dann deinen Angriff in einen Charge um. Das geht dann.
Beim Charge steht ja:
If you are able to take only a standard action or a move
action on your turn, you can still charge, but you are only
allowed to move up to your speed (instead of up to double
your speed). You can’t use this option unless you are restricted
to taking only a standard action or move action
on your turn.
Der Spezialfall des Charges als Partial Action eben.

Bei dir komme ich irgendwie in der Überraschungsrunde auf zwei Standardaktionen. Tier beschwören und angreifen. Auch ohne Suprise Round wären zwei Standardaktionen in einer Runde nicht möglich
